This afternoon the S&P 500 and Nasdaq are climbing on a Fed rate hike that never happened, now expected a little less because inflation came in soft.
Nobody at the Fed turned anything. The only thing that moved was the market's guess about what the Fed might do.
The headline's verb is "dampens": the expectation got wetter, and the rate stayed exactly where it was.
